I am not sure which way round you would like the answer to be! In short, yes with a standard compound, but it is equally possible to create a variant of compound that would not allow a child to register with it without some specified criteria being satisfied. Most deployment methods (such as sfDeployComponentDescritpion and its wrappers) allows the specification of a parent component, and this parent will (in the default case) accept that parental role.
