The java.net.useSystemProxies thing was something we turned on to get 
the benefit of Java1.5 automatically pulling proxy info from the local 
system. either windows, mac or linux/Gnome. I also tacked it in to ant1.7

To be honest, I dont believe that it works reliably, but was not sure 
whether it was just my problem or something broader. Specifically, I 
found it hard to believe that Sun would ship automatic proxy support 
code that was fundamentally broken, especially given the Applets have 
had it for a while. But applets extract the information from their 
container, not from the OS/GUI. And as we know, Java has a history of 
network code not working well on unmanaged networks, things where 
reverse DNS doesn't work, situations where IPAddresses move around, etc, 
etc. -all the situations you encounter on a laptop during the course of 
a day.

I propose we back out of the useSystemProxies setting if everyone else 
thinks it makes sense. It has no effect on 1.4 systems, and can be added 
to default.ini if people really want it.
