In the bug I reported it's actually the same component that does not do its termination properly upon parent Sequence termination (the component might actually be terminated but the stuff not properly removed).
I made experiments with a very simple case (files attached) to see when components are detached and not terminated (on termination, the child should create a file instead of sending a log in order to see what's happening even with the processcompound cut) and it looks fine in all kinds of termination.
I did not even observe the defect you're describing Steve: new child deployed on sequence termination. I think the termination method you looked at : sfTerminatedWith(TerminationRecord status, Prim comp) is invoked only by children, and when you terminate the sequence from above you always invoke sfTerminatedWith(TerminationRecord status) inherited from Compound. That would explain it works fine in the simple experiments.
Finally I don't think there really is a bug in Sequence. It looks like it's on my side.
