the deployapi component has WS-N tests up and running, as per the interop spec document, but there are some that I now realize as missing. We need tests for these, and maybe patch the interop doc to match.

-if a system fails to initialize, it enters the failed state. Check that this raises a lifecycle event.

-if a system is destroyed, what event gets raised?
