Cruise Control is working!

Just a note to point out that CC is working, to the extent that if a 
build fails, it is probably a real test failure, and not some build problem.

The CC server now
  -builds every component that builds under java1.4, and some of the 
stuff under /extras (anyting with an ivy.xml file that it has not been 
told to skip)
-runs the test target on every component, as well as the main 
testharness run.

There is much more building and testing than before. This makes the 
build slow, and with more tests, the likelihood of a change breaking a 
test is higher. But the outcome should be less surprises when we ship.
