I presume you also have constructed a reasonable interpretation of 
the loose English, but this exclamation reminds me, as a newbie I 
was surprised to discover that Class.forName could (and frequently 
did) throw checked exceptions it did not declare.

Any JNI method can.

(-: At least that's what I remember, and if it's totally wrong, I'm 
confident someone here will volunteer to correct me. :-)
