Kudos to Timothy H for the quick incisive help.

But the word "just" is to me as is a red flag to
a bull ...

I agree, click on the link "Download page" found
near the top in the table row that begins
"Public Review" and ends "21 Feb, 2004".
However, ...

Do NOT click near the bottom inside "Section 3:
Contributions" where we are told obviously
obsolete "Draft specs for enumerations,
autoboxing, enhanced for loop, static import are
being made available concurrently with the
release of this JSR".

Searching for varargs in particular rather than
those other parts of jsr 201 might help you
appreciate this supposedly obvious distinction
more rapidly than did I on my first few visits.

As this audience and the Java Bug Parade may
have heard before, I'm the kind of person who
clicks thru

without immediately appreciating that jls 2 has
quietly by omission superceded the claims of
that text, in particular ideas falsified by
vmspec such as Java null or (1 / 0) ever being
wholly constant.
