lib is usually reserved for lib of jars or other resouces used by build.

ok - no probs - I'll do it.  As there is not much history to save at the 
moment, I'll copy them.  The transition will be easier for people with 
checkout working dirs.
The other reason why I like to restructure rather than copy is that it 
doesn't leave dangling cvs empty directories.
But we can always put in a request to remove spice-lib module once we 
are migrate to new structure.
