I tried to use Excalibur's LogKitLoggerManager but
it provides no way of accessing LogTargets it creates.
I wanted a way of providing the same functionality decoupling the
"storing" functionality of the LoggerManager from the configuration.
I have no prob with the class being moved to xsyslog.
I was interested in getting the functionality working with minimal
reshuffing and then we can move it where it would be best suited.

In my opinion the preferable ways would be (in order of preference):
1. integrating as much as possible into LogKit itself
2. extending LoggerManager to provide access to LogTargets
3. creating an ad-hoc independent configurator, eg xsyslog

Option 1 I understand is not feasible (at least in the short term).
Option 2 may or may not be - but it implies another release I was trying 
to avoid.  If we can get it in a reasonable timeframe - I'm game.
