Checked in an initial scheleton - which still misses unit tests and 
configuration. 
I've drawn inspiration from both sources - and also used basic 
configuration design via factories which I think has proven itself in 
LoggerStore, in particular the fact that the factory can be configured
via a properties file in the META-INF.

Main points in ActionManager:
- supports COP - no static instances used.  My provide a Configurator
utility class as in LoggerStore
- actions defined at instantiation/configuration
- actions can be enabled/disable and handlers can be added afterward
- no use case for removing actions or handlers?  anybody see one?
- should allow for use even without xml or other file based configs,
ie programmatically.  To do this simply extend AbstractActionManager
and add actions in constructor.
- supports more than one config type, although I don't see atm the
need for anything else than xml. 
All the xml specific configuration will be in XMLActionManager 
(or xml related classes in xml subpackage)
- supports objects as action ids - thought this was a good idea as 
one can use both Strings and Classes to index actions.
- no need to extend specific Action classes (although one may if wanted), simply use ActionAdapter and configure as need via provided utility methods.
