What I was planning on doing was adding a extremely simplified Regex facade to support either oro or jdk1.4 into salt. This facade would just support commonly required operations (ie regex replace, match etc on strings) and wouldn't offer full support but would make it possible to have salt (and dependent applications) only require oro for jdk1.3 > What's outstanding in the current release of salt? package.html in all the packages explaining usage patterns.
