Automatically generated navigation.xml will get overridden by 
any navigation.xml already present in xdocs for a given component. 

The cleanest solution would be to always have navigation.xml
generated and move the contents of xdocs/navigation.xml 
to some other file - eg menu.xml - which would then be imported
via a template system.

An example is in db-site/maven.xml.

This uses the reactor to pass the information to the velocity templates.  
Need to check that the memory leaks in the reactor have been fixed
in b-10.
