Description:
Currently the Spice build relies upon commons-jelly-tags-velocity-SNAPSHOT.jar

This means that this is downloaded everytime you try to build any part of spice regardless of whether it is needed or not. Can we instead grab the current SNAPSHOT version, chuck it in the spice repository and use that instead?

This would make building much easier and faster.
