[spice-dev] Release requirements?

Hi all,
	I've recently been granted karma to apply some fixes to 
JNDIKit, and would eventually like to release it.
What's required to release a spice component other
than that described in [1]?
For newbies like myself, does it need to go to a vote?
And is there a minimum coverage expected?
