Expandable List Menus

I am using an expandable list menu and I'm having trouble getting the base
item in each tree to have a link.

For example one of menus is as follows:
 <Menu  name="TWUMenuAbout"  location="/getInfo.do?id=1" title="About the
TWU"  description="Information of the TWU">
       <Item   name="TWUAHistory"   title="History"
location="/getInfo.do?id=1"/>
      <Item   name="TWUAWho"   title="Who does What?"
location="/getInfo.do?id=6"/>
       <Item   name="TWUAServices"   title="Member Representation"
location="/getInfo.do?id=3"/>
       <Item   name="TWUAMission"   title="Mission Statement"
location="/getInfo.do?id=7"/>
       <Item   name="TWUAPrivacy"   title="Privacy and the TWU"
location="/getInfo.do?id=8"/>
</Menu>

But the base element doesn't link to the location URL.

Is there a way around this.
