It sounds like your issues are related to CoolMenus and CSS and not directly to Struts Menu.  It's very 
hard for me to debug your CSS and such w/o seeing it.  That being said - I don't want to be in the 
business of supporting the CSS and JavaScript that ships with Struts Menu.  That's for the original 
menu providers.

I'm sorry if this sounds harsh, but my resources are limited.

For CoolMenu's, I'd refer to their homepage and forums at http://dhtmlcentral.com/projects/
coolmenus/.

What I usually do (to fix CSS/JS issues like you're having) is to view source -> save the page as a 
simple HTML page -> change paths to point to my source tree.  This makes it much easier to open 
the menu/page in a browser and tweak/refresh until you get it right.
