Dynamic menu content

Greetings, I have a requirement for displaying the standard "drop down" menu as is illustrated by the CoolMenu Example. As I understand it these menu items are defined in an XML file. I have a requirement which will require me to build these menu's on the fly based on context sensitive information. I will need the ability to populate menu items with potentially different query string parameters for each user. For example, if I'm in section A of the application, then the menu drop down should display x,y,z where x links to /somewhere?id=5 and y links to /somewhereelse?anotherId=9. If I'm in section B of the application, then the same menu drop down should be r,h,b,c etc...
