Populate database dynamically at startup

Hello Matt,
 i would like to ask you one question..
 currently, for testing purposes, i would like to create a database and
populate it with default data, using as a database HSQL.
I was wondering, has it never happened to you to do a similar task?
 what approach did you use for create & populate a database at application
startup?
