Re: struts-menu target

I generally use something like Tiles, SiteMesh, or just plain ol' JSP
includes.  Then I put all my menu login in menu.jsp.  AppFuse
(http://appfuse.dev.java.net) uses this philosophy.

Here's a method I've used with SiteMesh to select the active tab.
