No menu in repository with name:...

This answer to this question linked below did not help me:

I took everything from the WEB-INF\lib folder of the sample
struts-menu-2.4.3 project and "No menu in repository with name:..." is still
displayed on my jsp page.

I am using Struts2 on Weblogic 9.2 with Spring.  If I try to use a Displayer
that does not exist, I get a Spring error, but it cannot find the Menu?
