Stripes coolmenu4 not displaying anything

Using struts-menu-2.4.3 in a non struts web application.  The problem is that
absolutely nothing gets displayed on the screen at all. Upon doing
view-source of blank screen, following lines are shown  (don't know why the
java script is commented)
