Foreign chars (eg russian) not displaying correctly after being serialized!!! PLEASE HELP!!!!

Hi,

I was under the impression that cx was the solution for a localization. 
However, when we submit foreign chars in a form, it serializes the foreign 
chars and displays them totally incorrectly using stuff like squares etc 
instead of the true foreign chars. We are going live on Sunday and seriously 
need a solution fast!!!! WHY DOES CX NOT SERIALIZE IDN CHARS CORRECTLY IF 
ITS ADVERTISING ITSELF AS A SOLUTION FOR LOCALIZATION??????
