URGENT: PERSONALJAVA INFO!!!

Dear All,
I'm writing this mail because I need to know more about PersonalJava:

I must develop an application that creates a connection to a remote application server (Oracle9ias) via gsm/gprs, downloads the data on a pda (UNITECH PT930 with STRONGARM cpu and WindowsCE 3.0 O.S) and then closes the connection (so a not-persistent connection or a limited connection ).
To do this, I've thought to use the J2ME technology.
The problem is that I haven't found any KVM by Sun for WindowsCe 3.0.
Sun's technical support has suggested me to use PersonalJava. But I've some doubts about:

1. Is WindowsCE 3.0 good for PersonalJava?

2. Can PersonalJava support limited connections as the CLDC configuration (together with MIDP profile)  does?
