Pack200 URL Handler for dls

Hi all-

I've been messing around this morning with Pack200, and I've written a
little protocol handler that handles unpacking the <file>/jar.pack.gz file
and presents the file back to the URLClassloader as the unpacked input
stream. This requires no modifications to apache or a special servlet, so
should (although not tested it yet) work the ClassServer.

It requires the addition/modification of -Djava.protocol.handler.pkgs to
your SharedGroupDescriptor VM args, and addition of the property to your
service VM properties. I've tested this with activatable groups, and Incax
ServiceBrowser

If anybody might find this useful, I can drop this somewhere on jini.org
