Forget what I've said above, the trust verifier context elements are
only used by the trust verifiers so it appears that depending on the
configuration for proxy preparation I have to create a
VerifyingProxyPreparer or BasicProxyPreparer or I should write my own
ProxyPreparer that combines both.
