It is extremely rare that Apache goes to such length. The offender must be
extremely out of line, bordering to criminal activities, before such action
is taken. It is also difficult to stop persistent abusers, and instead there
are advice on how to deal with the so called "trolls".

This goes very much for committers as well. I only know of one single
committer being stripped of the commit rights (he has regained it in others
projects later) and the Board regrets the decision, as it unstablized the
project too much.
