As currently implemented, the two-attempts only applies to communcation
failures when activating a remote object, it doesn't apply to failure
to create the group.  The intent for group failure was to report back
after a single attempt.

With the judicious injection of a sleep into phoenix, I think I've
been able to reproduce your problem, but I'm not yet at the point
of being able to explain exactly what's going on.
