voip

I was wondering what technology to use on a project.
I have an email web application. I wanted to add the ability to be able to
call from a regular phone and through some menu system have the system read
your email to you. I would like to be able to do this using VOIP. Ideally I
sign up for a Phone to PC service (like Vonage) then write the code in Java
to receive the call, listen for tones etc.
What technology can do this?
