I'm not sure if it is posible to make that phone is not ringing (I mean in
code, you can set it in CCM settings) - why don't you redirect call to CTI
Port or CTI Route point and then redirect to ip phone according to your needs?

If you need to know who is calling and what number he dialed, you can use
properties of class CallControlCall called CallingAddress, CalledAddress and
LastRedirectedAddress
