Currently, you buy the license with the phone.. so with each phone you get
one license to use all the features that a phone set offers, which was far
as I know includes all CTI use.

That'll change though with the advent of native SIP support where this
licensing mode is no longer applicable as you are not restricted to using
Cisco hardware.
