How to make two calls and connect them based on supervision of first call

Hi, I have a scenario and I'm wondering if anyone has any advice on the best way to approach this problem. I'm am using Cisco JTAPI on CCM 4.1(2). I want to make a call utilizing a CTI port (let's call it A) to another destination (called B). When B answers, I want to play some media and then I want to make a call to another party (called C) utilizing a physical terminal (Let's call it D). I want B to hear the ringing of C. In other words, it appears to B as if they have actually made a call to C themselves. Would this be best done utilizing a conference, transfer, or consult? Any advice is greatly appreciated.
