"Calls In Progress" permanently incremented on CCM, when calling selectRoute().

Has anyone seen this issue?
From routeEvent():
ciscoRouteSession.selectRoute(routeSelected,
CiscoRouteSession.ROUTEADDRESS_SEARCH_SPACE, modifiedAddresses);
Where the modified address the DN of a phone, and the destination
address is an MWI extension. This causes the MWI light to be set,
however there's a delay equal to the "CTI Request Timer" service
parameter. And the "Calls In Progress" on the RMTM is never decremented.
I'm also seeing these exceptions in the jtapi log:
