Strange Problem about Confrence

I'm debugging a Recording program, it works fine on most of the cisco ip=20=

phones, but 5 of them have problem. When two ip phones are in a call, the=

program will control one of them to MakeConsultcall to a cti port, and th=
en=20
join the two calls in a conference . The Problem is when the "call.confer=
ence
(consultentcalls); " is invoked, a PlatformException is throw.

The console says:
com.cisco.jtapi.PlatformExceptionImpl: Conference controller is not set a=
nd=20
could not find a suitable TerminalConnection.
         at com.cisco.jtapi.CallImpl.conference(CTQF)
