Nokia Closed Content List (CCL) is a proprietary solution created before
OMA DRM kicked in, to prevent certain kinds of files from being
transmitted from a phone to another phone. .jar and .sis files are
included among the protected files.

Had another thought.  It is more than likely related to DRM, Digital
Rights Management. So that you supposedly can't send pirated jar files
around to your friends.
