honestly, I wouldn't bother with J9.  IBM hasn't done anything with it in years, and Palm has stopped providing access to it for their devices.  Assuming Palm lives to see another year the word on the street is that they have another JVM provider, and who knows if that will be MIDP compatible or not.  

Now since this is j9 build 571 you need to google for how to install it.  The instructions are out there and work, I've done it a few times.  Version 6.0 of J9 is much more difficult and virtually impossible to use on a real device.  

Here is the install instructions from the Readme.txt included with the WEME files for palm.

No special installation procedures or wizards are required.

To run the JVM on Palm OS Simulator, download the Palm OS Garnet Simulator
for Palm OS Garnet 5.4, put the J9JavaVMMidp20.dll file into the folder that
contains PalmSim.exe, and copy the PRC files into the AutoLoad folder.

This package does not include the device-version of the JVM.  Those are 
customized for specific devices and are available from PalmSource or from 
our licensees.  Please see the PalmSource developer site for more information.
