Your first step is to purchase a Sun Java Signing Digital ID from:

However, as Terrence points out, you should look carefully at the
target handsets and carriers.  End users will not be able to install a
VeriSign-signed MIDlet on some carriers (e.g., Sprint), or on some
handsets (e.g., Motorola), and as Kirwan points out, the coverage is a
bit of a minefield everywhere else.

Which handsets and which carriers are you targeting?

You also mentioned WAP via SSL and I'm curious how you mean this.  Is
this something your MIDlet is supposed to do?
