I am not sure I understand your question correctly. The Wireless Toolkit (WTK) at https://meapplicationdevelopers.dev.java.net/tools.html contains the Java ME emulator. It has a command-line interface if you want to control certain properties of it from the command line and start and stop emulation sessions. 

I am not sure what sort of API you are referring to?
