2.1 is pretty old.  For 2.3 try:

http://java.sun.com/products/servlet/2.3/javadoc/

and 2.2:

http://java.sun.com/products/servlet/2.2/javadoc/

Didn't find one for 2.4 using that URL pattern (and didn't feel like
searching further :-).
