Have a look at http://www.johnturner.com/howto/winxp-howto.html.   it helped me do the same on an XP machine.

You may also want to see some of the suggestions on http://www.mail-archive.com/[email protected]/msg74366.html  if you are still unable to get it going..

These should help you, but I have no idea how much would have changed since apache 2.0.43 and tomcat 4.1.18 which I got set up..
