LinkSubmit component

I too have a component I would like to commit shortly - LinkSubmit.  This
component is a combination of a Link and a Submit (hence the name), allowing
you to submit an enclosing form using a link, rather than a button/image by
using a hidden field and a href javascript function.  The code I've attached
is located in contrib - just as a test location.  I have not added the
exception strings yet - where the actual messages go will depend on its
resting place.  My preference is for this to live in the framework, rather
than contrib.  I'd like it to be in 2.3 also.  But I have not written tests
for it yet, and may not get a chance to before next year.  Any thoughts?
