Trouble Generating Frameset Tag

How does the Body component work as a Frameset.  In the "component
reference" it says to use the "element" parameter to change the
generated tag from <BODY> to <FRAMESET> ?

Does anyone know what I am doing wrong ?  I'm a Tapestry beginner and
having trouble making it up the learning curve.
