Summary: Add MaskEdit component

Initial Comment:
Add a MaskEdit component modelled on the Delphi 
MaskEdit control.

Supports:
 mixed case letters (l)
 upper case letters (L)
 mixed alphanumeric (a)
 upper case alphanumeric (A)
 numeric (#)
 
This component uses client-side JavaScript to filter user 
keystrokes. 

See attached test.htm and MaskEdit.js for an example.

This code is developed by Paul Geerts.

Probably should locate this compoent in contrib library.
