Summary: DatePicker, TimeZone  Option request

Initial Comment:
 It will be very useful and comfortable if the DatePicker 
component allows choosing the Time Zone.
Also the DatePicker should provide ‘disable’ 
functionality. Very often according to the subject the 
DatePicker should not be available for selecting a date.

The DatePicker is modelled on the Windows style control, 
providing an additional Time Zone selection will clutter this 
user interface. 

A feature request for a TimeZoneSelect component should be 
raised.

The disable functionality has been added to DatePicker.
