Further to What is the proper way to switch from English to French

Oh, I should have mentioned this in regards to the "block" characters.  The
biggest trouble we are having is that we have Insert's that must run in raw
mode so the Insert doesn't translate the é into é and writes it
directly into the page.  It works fine if I save the generated HTML to disk
and reopen it, so something that Tapestry / Tomcat is sending is going
funny.

I remember someone saying something about adding something to Tomcat's
command line to change the charset, would that have anything to do with
this??
