No new features this release

bugs fixed:

[ 656957 ] HTML Editor does not recognize file encoding

[ 648231 ] Problems with Eclipse GTK and RH8.0
- is not actually closed yet but a workaround has been provided in the form
of a preference page for tooltips. This bug is related to the following
Eclipse Bug:

RedHat 8.0 - DefaultInformationControl hangs workbench

When the Eclipse bug has been resolved, the Spindle bug will be closed.
