accessing the DTD

Hi,

does anyone know the reason why  I cannot access the DTD on the website?
http://tapestry.sourceforge.net/dtd/Tapestry_1_3.dtd

It gives me this error:
  The XML page cannot be displayed
  Cannot view XML input using style sheet. Please correct the error and then
click the Refresh button, or try again later.
