place cursor / interpret a text / transfer parameters into a script

Hello,

I'm new here and have only these 2 questions (it's all about scripting):

1.How can I get the Cursor to a special position and fetch the text 
 written there?   I also want to know how to interpret the text with :  
 "if xxx then" and "if yyy then"...

2.How are we able to transfer parameters from / into a script?

it would be very nice if you have got some little examples for me.
