Basically, these tarballs are just like any others in the way you deal
with them.  Fetch, configure, make install, test your apps and report.
You don't have to be developer to do that, right?

Zip support is another story.  So is GGC.  If I get a report saying:
"With default installation I had that kind of problems..." - it is
still an important information!  (especially to make a decision what
the defaults should be)  And there's nothing -devel-specific in that.

There's probably no need to Cc: every single message to both lists.
But the original one was surely targetted at both user and devel MLs.
