Yes, we've experienced it before. For example this bug prevents some
configurations of Jetty from working :-(

I am afraid not. The right "solution" is put a couple of print()s in
classloader-related methods and find out what's wrong with loading
resources.
Meanwhile, can you fill a bug report with a test case, at best?
(might be a small .jar with services part + class that attempts to
load it)
