Actual version of plugin would be 1.0.4-SNAPSHOT
and I'm not sure whether 1.0.3 is in a good shape
( is pretty old anyway ) 

You should also add struts as dependency ( to 
classpath ), because XDoclet needs classes from there
to determine what an action class is.
